RANDOM: Who's Afraid of Atrocious Magazine Covers?

So my boss gets this magazine, Governing, and just got the July 2003 issue today.

Now if this isn't the most ridiculous cover, I don't know what is.

If you can't tell what it is/see it, it's a maniacally grinning Dracula with a small Frankenstein in the back. The person in line is a little old man with his hat in his hands. The title reads "Who's Afraid of the DMV?"

I am, if that's the best analogy for being afraid of lumbering bureaucracies. Dumbasses.

Oh, and the Dracula has skull cufflinks. Classy.
